Reasons for Exemption
The proposed project is categorically exempt from the provisions of the CEQA Guidelines pursuant to the Provisions of Title 14 of the California Administrative Code, Section 15301 (Existing Facilities), Section 15303(e) (New Construction or Conversion of Small Structures), and Section 15304(b) (Minor Alterations to Land) as an existing parking lot involving no expansion of the existing use and addition of safety devices for use in conjunction with existing facilities in the form of boulders to better define the parking lot and prevent encroachment of vehicles towards the cliff edge. No exceptions listed under Section 15300.2 apply. There is no reasonable possibility that the project would have a significant effect on the environment.
