Document Description
SWP #23012 authorizes delivery of MWDSC’s approved State Water Project (SWP) Table A water to KCWA for temporary storage in IRWD’s Groundwater Banking Program for a period of up to 12 months from the effective date, in order for MWDSC to better manage its SWP water supplies and increase water reliability to help meet its water demands within its service area during periods of drought. MWDSC must recover this water, minus losses, for use in its service area by December 31, 2026.

The delivery of Project Water will be accomplished by the delivery of MWDSC’s approved SWP water supplies to Kern County Water Agency (KCWA) for temporary storage in IRWD’s Water Bank in Kern County. Recovery of MWDSC’s banked water (minus appropriate storage loss) will be accomplished by KCWA on behalf of MWDSC by the direct introduction/pump-in of MWDSC’s banked water into the California Aqueduct, or by an operational exchange whereby KCWA retains MWDSC’s banked water in exchange for delivery of KCWA’s Table A water and/or Article 56 Carryover Water to MWDSC. Recovered water can either be directly delivered to MWDSC’s turnout(s) or placed in temporary storage in San Luis Reservoir for subsequent delivery to MWDSC’s service area.
