The project consists of replacement of existing pipelines, repair to existing facilities, and minor modifications to existing structures. The project replacements are substantially the same in purpose as the structures replaced. It also includes minor alterations in the condition of land, water and/or vegetation which do not involve removal of healthy, mature, scenic trees.
