Document Description
The project proposes to combine this CAPM project (EA 02-4H030) with two other non-SHOPP projects (EA 02-3J680 and EA 02-4G700) at the time of construction. The two additional projects that would later be combined with the Crescent Mills CAPM would have their respective environmental clearances, and environmental certifications. The project proposes to add a “U” to the Crescent Mills CAPM SHOPP EA, change the post miles to 12.9/21.0 and proceed at M460 Ready to List (RTL) with all three projects under one unified EA. The proposed improvements would include: Mainline pavement Strategy: PM 12.9 to 20.0 &PM 20.6 to 21.0 •Overlay from edge of pavement EP to EP with 0.20 ft of Hot Mix Asphalt (HMA) for an expected 10-year design life. •Replace asphalt concrete surfacing in areas of localized pavement distress (not to exceed 20% of the construction capital cost). •Conform driveways and intersections to the Right-of-Way. •Overlay all existing paved turnouts. •Construct a new Maintenance Vehicle Pullout (MVP). •Replace 2 feet of shoulder backing over existing shoulder backing. •One Rail element wall would be placed at approximately postmile 13.65-13.87. •Replacing 22 drainage systems with new culverts of similar length (One location would be converted to a wildlife crossing).

The California Department of Transportation has determined the project to be categorically exempt in accordance with section 15301 (Existing Facilities). Class-1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Caltrans has determined that the project would have negligible or no expansion of existing or former use and would have no significant effect on the environment.
