Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement (EPIMS-RIV-44957-R6), pursuant to Fish and Game Code section 1602, to the Project Applicant, Riverside County Flood Control and Water Conservation District. The Project will consist of impacts to existing drainages to construct a series of 100-year storm drain facilities ranging in diameter from 18 to 66 inches totaling approximately 8,000 linear feet, an outlet structure, street paving, and various street improvements that will outlet into unnamed tributaries to Mockingbird Wash. Drain conveyance from the main line and three (3) laterals will outlet at a proposed structure that eventually drains into an existing ephemeral drainage. Approximately 403 linear feet of the existing low flow of the unnamed drainage will be removed during construction of Dallas Avenue, as a newly constructed storm drain will collect flows from north of Dallas Avenue. A new 0.037-acre low flow swale, approximately 194.12 linear feet long, will be created and connect flows from the south downstream of the new storm drain outlet. The Project will permanently impact 0.133 acres of streambed, bank, and channel. Compensatory mitigation for the permanent impacts of 0.133-acres of stream bed, bank, and channel, will occur through the acquisition of no less than: a) 0.037-acres of restoration of streambed and stream-associated habitat onsite, b) 0.037 acres of Reestablishment AND 0.037 acres of Rehabilitation and/or Re-establishment of streambed and stream-associated habitat within Riverside County, c) 0.135 acres of Re-establishment AND 0.135 acres of Rehabilitation and/or Reestablishment stream habitat credits through Riverpark Mitigation Bank, or other CDFW- approved mitigation bank within Western Riverside County.
