Document Description
SMUD, in partnership with Sacramento International Airport (SMF), Sacramento Valley Station (SVS), California State University, Sacramento (CSUS), ChargerHelp!, and AECOM, propose the deployment of Direct Current Fast Charging stations at three locations in Sacramento, enabling increased access to electric vehicle (EV) charging for ride-share drivers, food delivery drivers, rental car fleets, shared mobility services, and residents. The EV Charging Stations will be located at three sites in SMUD’s Service Area. The physical addresses are:
• Sacramento International Airport: 6900 Airport Blvd, Sacramento, CA 95837
• Sacramento Valley Station: 401 I St, Sacramento, CA 95814
• California State University, Sacramento: 6000 J St, Sacramento, California, 95819
Construction of the electric vehicle charging infrastructure at these three locations will consist of minor digging, trenching, and other construction activities for installation the EV Chargers. All charging stations will have a minimum power output rating of 150 kilowatts (kW), with most being 200kW. The sites at SMF, SVS, and CSUS were selected because they are shovel-ready and require no infrastructure upgrades aside from charger installation. Installation of the proposed chargers will be done within existing capacity, significantly reducing the time needed to connect the chargers. The construction crews will follow established best management practices for soil management during all ground disturbing activities. Where necessary the parking lots will be repaired once all work has been completed. All work completed in traffic paths of travel will utilize traffic management plans. The project construction is scheduled to begin in mid-2024 and be completed within approximately 3 months.

Reasons for Exemption
Under CEQA Guidelines § 15062, a lead agency must identify the rationale for making the determination that a project is exempt under CEQA. SMUD has determined that the Direct Current FAST Charging Station Project is exempt under CEQA Guidelines §15303, New Construction or Conversion of Small Structures, Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The numbers of structures described in this section are the maximum allowable on any legal parcel. Examples of this exemption include but are not limited to: (d) Water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction and §15304 (f), Minor Alterations to Land, “Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Examples include but are not limited to: Minor trenching and backfilling where the surface is restored.” The Direct Current FAST Charging Station Project involves new construction of small structures and minor alterations to land and therefore is considered exempt in accordance with CEQA Guidelines §15303 and §15304(f).
