Reasons for Exemption
The proposed Project is (1) consistent with the applicable General Plan designation and all applicable General Plan policies as well as with applicable zoning designation and regulations. The Subject Site is located within Zone R-3 and the proposed residential development is consistent with the zoning designation, the Land Use Element, and the Housing Element; (2) the proposed project occurs within the City limits on less than five (5) acres; (3) the Subject Site would be developed with four (4) three (3)-story buildings that would provide a total of four (4) residential condominium units, and vehicle off-street parking in a fully urbanized area that has no value as habitat or endangered, rare, or threatened species; (4) the Subject Site is surrounded by similar urban uses since the lot located west of the Subject Site consists of two (2) one-story residential units and the lot located to the east of the Subject Site consists of a two-story 18-unit apartment building. (5) the approval of the Project would result in no significant effects relating to traffic, noise, air quality, or water quality; and (6) the Subject Site would be adequately served by all required utilities and public services
