Document Description
CAL FIRE would provide funding to the Headwater Basins Project to conduct fuel reduction treatments within a 100-foot buffer along approximately 2.5 miles of the Soda Springs-Baker Ranch Road. The proposed treatments include hand thinning to remove trees and shrubs less than 10 inches DBH within 100 feet from the roadside and will drag the material to the edge of the road and then dispose of the material using a chipper. The project will require hand crews and the use of a tow-behind mobile chipper. These treatments will reduce wildfire risks to local resources and community members, improve ingress and egress on the road, and generally make the road safer for travel while improving forest resiliency.

Reasons for Exemption
CEQA does not apply to fuel reduction, reforestation, & habitat restoration projects undertaken, in whole or in part, on federal lands to reduce the risk of high severity wildfire that have been reviewed under the NEPA, if the primary role of a state or local agency is providing funding or staffing for those projects. The proposed project was reviewed in its entirety under NEPA Categorical Exclusion 36 CFR 220.6 d(4) "Repair and maintenance of roads, trails, and landline boundaries" on September 6, 2023 by Tahoe National Forest (File #2400).
