Document Description
The proposed Nogales HS Modernization project includes the demolition of an existing classroom building, small theater, pool, and basketball courts to provide space for the new facilities. New facilities would include a new classroom and locker building (Building O) and a new outdoor pool and associated structures. The new outdoor pool will include bleachers with a seating capacity of 264 spectators, a public address system and lights for evening use, and a pool pump building. The proposed development will be in the same area as the current facilities and their functions will remain the same as current conditions. The proposed project also includes a new amphistair and Building O storage room located outside the Music Building (Building Q). Landscape improvements include new grass on the existing baseball field. The proposed project would not increase student capacity. The proposed project will benefit the district, students, and staff by improving the educational environment and safety.

Reasons for Exemption
The proposed reconstruction of a classroom building, small theater, pool, basketball courts, and baseball field grass would be exempt from CEQA under Class 2, Replacement or Reconstruction (Section 15302), which includes “replacement or reconstruction of existing structures and facilities where the new structure would be located on the same site as the structure replaced and would have substantially the same purpose and capacity as the structure replaced…”.The modernization includes the reconstruction of the existing facilities for a new classroom building, outdoor pool, and associated structures (shade shelter with bleachers and pump building). The baseball field grass will be replacing the existing grass field. Since the modernization project would reconstruct the existing facilities on campus and would be located at the same site and will not increase student capacity, the project is exempt from CEQA under Section 15302.
