Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code Division 10, Chapter 2, Section 26012, approved a twelve small outdoor cannabis cultivation licenses. The Project (when it is completely built out with other previously approved licenses) will consist of The project is a request for a Coastal Development Permit for up to 239,915 square feet (sf) of mixed-light cannabis cultivation and nursery within existing greenhouses. No processing will occur on-site. Portions of the property are fenced with existing 6-foot high chain link fencing, and additional 6-foot high chain link fencing is proposed to secure the project area. Exterior security lighting will be fully shielded, directed downward, and motion-sensor activated. Lighting will be mounted at a height of 9 feet to the exterior walls of the greenhouses. The hours of operation will be from 7:00 A.M. to 4:30 P.M. Monday through Saturday. The project will require 30 employees.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
