Document Description
This Project involves the reactivation of existing Well 120 to provide EVWD a short term (5-year) water supply while other wells within the EVWD service area are deactivated. The Well 120 is located in a fenced, fully developed/paved site in the middle of a residential neighborhood. Prior to deactivation, Well 120 produced a maximum of approximately 1,600 gallons per minute (gpm). The Project is proposing to install a new submersible pump to Well 120 that will generate approximately 700 gpm. Installation of the submersible pump will not require any drilling or extending the depth of the existing well. All project-related work will be done at the developed Well 120 site. Since the Well 120 site has been previously developed and maintained by EVWD, no vegetation removal is required. Beneficiaries of the project are East Valley Water District customers, which include residential and commercial uses.

Reasons for Exemption
The project is categorically exempt from CEQA under the Class 2 exemption set forth in State CEQA Guidelines §15302 (c), which exempts the “… replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” Although Well 120 has been inactive for over a decade, the Well 120 Project site remains fully equipped and maintained by EVWD. The Project is proposing to replace the old pump with a new submersible pump in order to provide short term water supply within the same EVWD potable water distribution system. The Project will serve in the same function as when Well 120 was operational. The proposed submersible pump will produce approximately 700 gpm which is significantly lower than Well 120’s previous pumping capacity of 1600 gpm, therefore no expansion of capacity will occur. Additionally, the Project does not entail any drilling on-site and does not require any offsite improvements or modifications. Therefore, the Project will not result in an expansion of pumping capacity nor a change in function of the former Well 120 site. As such, the Project is consistent with the categorical exemption set forth in State CEQA Guidelines §15302(c). Finally, none of the exceptions to the categorical exemptions apply here. The Project will not have any cumulative impacts; there is no reasonable possibility that the Project will have a significant effect on the environment due to unusual circumstances; the Project does not affect any scenic highways or historical resources; and it is not located on a hazardous waste site.
