This project is part of a statewide effort spearheaded by the California Association of Resource Conservation Districts and funded by the Wildlife Conservation Board to improve climate resilience by establishing and restoring monarch, pollinator, and other wildlife habitat on public and private lands. Restoring habitat and reducing carbon and greenhouse gas emissions that drive climate change are necessary to ensure our wildlife can survive and thrive in the future.

Reasons for Exemption
Per 14 CA Code of Regs 15304, "Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry and agricultural purposes." Subsection b covers "New gardening or landscaping, including the replacement of existing conventional landscaping with water efficient or fire resistant landscaping." This project will involve new gardening and landscaping to establish or restore monarch/pollinator/wildlife habitat and is therefore exempt.
