Document Description
Description of nature and purpose of the Project: EASEMENT VACATION (Process 2) of a 0.669 acre access easement located in the City of Chula Vista along La Media Road between Santa Luna Street and Main Street East (along Assessor's Parcel Numbers 644-071-0100, 644-071-0400, 644-071-0500 and 644-071-1700). The access easement was recorded August 16, 2013 (Inst. No. 2013-0516512) for the purpose of maintenance access to a waterline and reservoir. The La Media Parkway North public roadway has since been constructed north-south through this area for access, and the access easement is no longer needed. No grading or development is proposed. The project is contained on the lists compiled pursuant to Section 65962.5 of the Government Code. The site is a part of the 320-acre Otay Ranch, Village 8 West (T10000011607) site. (Legal Description: All of that certain access easement granted to the City of San Diego per grant of access easement recorded August 16, 2013 as Instrument No. 2013-0516512, of official records, within City of Chula Vista Tract No. 19-03 Otay Ranch Village 8 West 'A' Map, in the City of Chula Vista, County of San Diego, State of California, according to Map thereof No. 16428 filed in the Office of the County Recorder of San Diego County November 3, 2020.)

Reasons why project is exempt: The City of San Diego determined that the project would qualify to be exempt from CEQA pursuant to Section 15061 (b)(3). The activity (easement vacation) to remove an access easement that is no longer needed to access the City reservoir and pipeline is common sense exemption (Section 15061 (b)(3)) that CEQA applies only to projects which have the potential for causing a significant effect on the environment. The project does not propose any changes to the physical environment as it is only a removal of an easement where a public roadway has already been extended and no physical change would result.
