Document Description
The project proposes to install a 12-foot tall ROHN tower and solar panel array to support an AXIS remote wildfire camera, in partnership with ALERT Wildfire, to help monitor wildfires and provide situational awareness in the Donner Summit areas in the event of a wildfire. The installation will take no more than 5 days to complete, and no new roads will be constructed to access the project as existing Ski Resort roads and an existing trail will be used to access the site. Ground disturbance for the ROHN tower will consist of using hand tools to dig one 3’x 3’ footing hole to fill with concrete to erect the tower. A trench of no more than 6 ft. long will be dug no more than 6-inches deep to bury a 1-inch conduit that will carry the electronic cables from the camera and sensors to the power source. The power will be provided by a solar array which will consist of a concrete slab 4 ft. long by 6 ft. wide and 6 inches thick, four 1 ft. wide by 2 ft. deep footing holes will be dug and filled with concrete to support the concrete slab and solar array. The holes will be dug on a flat surface and will not displace a substantial amount of soil. Displaced soils will be spread onsite, which is a significant distance from any watercourses and will not result in any erosion or sedimentation of local waterways. No healthy, mature, scenic trees will be removed by this project pursuant to section 15304 of CEQA.

Reasons for Exemption
This project meets the requirements of a Class 3 Categorical Exemption “15303 New Construction or Conversion of Small Structures”, and a Class 4 Categorical Exemption “15304 Minor Alterations to Land”. The project is small in size and will increase monitoring and situational awareness of wildfires. Field reviews conducted by Truckee Fire Protection District Registered Professional Forester have confirmed that no significant impacts will occur from project activities. The Fire District has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, or to utilities and service systems.
