Reasons for Exemption
The destruction of the existing Commission 23 Well is categorically exempted by Section 15304 while the construction of the two new wells is exempted by Section 15303. The replacement of the wells will not occupy a substantive area of the existing park. The new groundwater wells will have substantially the same purpose as the replaced structure. Therefore, the project is categorically exempt by the Sections mentioned above.
