Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-MEN-32359-R1C, pursuant to Section 1602 of the Fish and Game Code to Andrew Stricklin, representing the City of Ukiah. The project is limited to five (5) encroachments (see Table 1). Two (2) encroachments are for the replacement of pedestrian bridges (D1 and D2). The encroachments at D1 and D2 will include: excavating the banks; removing the existing footings and abutments; concrete footing and abutment form construction, pouring, and curing; backfilling and compaction of fill; and, installing the bridge superstructure. Three (3) encroachments are for the installation of culvert extensions (D3, D4, and D5) that extend the existing railroad grade stream crossings. The encroachments at D3, D4, and D5 will include: removing trees and vegetation; grading; placing culvert beddings; installing culvert extensions; backfilling and compaction of fill; installing rock slope protection below the culvert outlets and headwalls; and, constructing the pedestrian trail per design plans dated September 30, 2022. The encroachment at D3 will also include installing a manhole between the existing culvert and the extension, and concrete form construction, pouring, and curing of the outlet headwall. The encroachment at D4 will also include dewatering, coupling the extension to the existing culvert, and concrete form construction, pouring, and curing of the outlet headwall. The encroachment at D5 will also include coupling the culvert extension to the existing culvert.

The City of Ukiah Great Redwood Trail Phase 4 – Stream Crossing Project meets the criteria for categorical exemption type Class 1, California Code of Regulations, title 14, section 15301 because the project involves installation of permanent bridges and culverts at an existing stream crossing locations on an existing trail. No mature, scenic trees will be affected by this project. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
