Document Description
The Intel #2 Dedicated Substation Project (Project) consists of constructing an additional dedicated substation on the Intel campus. The new substation would be constructed on an area measuring approximately 150 feet by 150 feet (0.5 acre), which is currently barren/ disturbed and covered with mine tailings. Components of the Project would include two 20 megavolt-ampere transformers, switchgear, capacitor banks, ground grid, grounding well, concrete foundation pads and surrounding sub-grade oil containment areas, chain-link fence, substation gate, paved driveway, and approximately four 69 kilovolt poles between the existing substation and new substation. Construction is scheduled to start in 2025 and be operational by the end of the year.

Reasons for Exemption
Section 15303 applies to construction of limited numbers of new, small facilities or structures, installation of small new equipment and facilities in small structures. Section 15303 is appropriate because the Project will consist of constructing an additional, small (0.5 acre) substation on the Intel campus. The common sense exemption in Section 15061 (b)(3) states that “Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA”. The common sense exemption is appropriate because there is no possibility that a significant effort on the environment may result from construction of the Project. Therefore, no further environmental review is required.
