Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-SIS-40731-R1, pursuant to Section 1602 of the Fish and Game Code to Union Pacific Railroad, represented by Michael Clary of Jacobs Engineering. The Project involves the removal of retaining walls and an adjacent walkway which form the riverbank, excavation of oil-impacted soil and materials behind the retaining walls, and restoration of approximately 1,750 feet of riverbank within the North Yard owned by Union Pacific Railroad. Excavation to remove oil-impacted soils will include the removal of concrete and wooden retaining walls that were constructed to provide a level yard surface over the natural floodplain, as well as adjacent areas of rip-rap, shotcrete, and concrete debris that comprise the existing constructed riverbank. Soil excavation will occur along approximately 1,350 feet of riverbank and will typically be excavated to the bedrock elevation. In-water work within the bed, channel and bank of the upper Sacramento River will include removing an existing concrete walkway and previously authorized walkway cover and in-river oil absorbent mattresses, which consist of aggregate-filled supersacks and gabions baskets filled with oil absorbent materials and reactive core mats. This work will be isolated from the active channel by a temporary in-river isolation barrier.

Additionally, the EPA issued a Clean Water Act Order to Union Pacific Railroad requiring response actions to remove the discharge or to mitigate or prevent the substantial threat of a discharge of oil. The primary objective of the Project is to meet the requirements of the Orders to stop, control, and contain, and eliminate the discharge of oil from the site into the Sacramento River.
