Document Description
The McClellan-Bell Substation Upgrade Project (Project) consists of replacing an idle and aging 37.5-megavolt-ampere (MVA) transformer located adjacently to the west side of the perimeter wall. An identical 37.5-MVA transformer will be placed in the same location along with a high side circuit breaker, disconnect switches, and an associated H-frame placed just south of the transformer. The existing current/potential transformers (CT/PT), CT/PT H-frame, and four light poles will be removed from the substation. Other substation upgrades include a new battery enclosure to the north of the transformer and a 14-foot-wide entry gate installed along the east side of the perimeter wall with access from Bell Avenue. New concrete foundations will be constructed for the H-frame, circuit breaker, and battery enclosure along with the installation of new ground grid, conduit, and potential grounding wells. Paving of the ground surface within the substation may also occur as part of the substation upgrades.

Reasons for Exemption
SMUD has reviewed and determined that the Project is categorically exempt from the provisions of CEQA pursuant to Sections 15301 (Existing Facilities) and 15302 (Replacement and Reconstruction). Section 15301 applies to projects that consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alternations of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Section 15302 states that "Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced..." Thus, the Project will involve the repair and minor alternation of an existing substation facility resulting in no change or expansion of use; and the replacement of an existing transformer in the same location and serving the same purpose and capacity. Therefore, no further environmental review is required.
