Reasons for Exemption
The proposed project is exempt under State CEQA Guidelines Section 15301 - Existing Facilities, which is a Class 1 exemption. Class 1 exemptions, “consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use”. As stated above, the proposed project consists of a request by Joseph Unitt for approval of a Minor Use Permit to operate a rock-climbing gym within an existing commercial building. The proposed project would not result in a significant expansion of the existing use of the facility.
