Document Description
AT&T is proposing to install 700 linear feet of fiber optic cable in the State Route (SR) 99 right-of-way (ROW) in Tehama County between post mile 5.84 and 5.97. The line would be installed via horizontal directional drilling. As part of the proposed work, three bore pits (4 feet deep) would be excavated on the west side of the highway. The southern 450 feet of fiber optic line would be installed approximately four feet deep; the northern 250 feet at approximately seven feet deep. Once the new fiber optic line is in place, the bore pits would be backfilled. The purpose of the project is to provide reliable utility services to AT&T customers. Traffic control would be performed during the proposed work. Caltrans would issue an encroachment permit to allow for the proposed work to occur within State right-of-way.

Caltrans determined that the project is categorically exempt in accordance with Section 15303 (New Construction or Conversion of Small Structures) Class 3—Construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The project would not have a significant effect on the environment.
