Reasons for Exemption
The proposed project consists of modifications to the existing subsurface septic tank leach line to municipal wastewater disposal systems with sewer laterals that will connect these residences to the existing local sewer collection system. Since all project components will occur along existing sewer system infrastructure the conversion will be small scale, as such, SBMWD believes this project qualifies for a Categorical Exemption. Replacing the systems will connect these residences to the existing local sewer collection system (owned and operated by SBMWD), will reduce the flow of nitrates and other pollutants discharged from the septic systems to the local area groundwater aquifer, and will ultimately generate additional recycled water from the regional wastewater treatment plant (WWTP) for reuse in the Upper Santa Ana River watershed. This will increase the water supply resilience within the City of San Bernardino and Upper watershed in general. Therefore the beneficiaries of this project are the residents within the identified parcels in the Arrowhead/Newmark communities, the SBMWD service area, and Upper Santa Ana River area since this project will bolster water quality and water supply reliability.
