Document Description
An Administrative Development Permit for a commercial cannabis operation located at 18841 and 19031 Columbia Road, Nevada City. The project is located on two parcels with common control. Parcel 1 is 18841 Columbia Road (APN 061-260-010) and is a 40.65 acre parcel in a Forest zoning district. Parcel 2 is 19031 Columbia Road (APN 061-260-011) and is a 40.73 acre parcel in a Forest zoning district. This approval is for 39,999 square feet of canopy for outdoor cultivation including two (2) ag exempt hoop houses with no light deprivation or artificial light; and 160 square feet of support area located in one (1) shipping container on Parcel 1. There are no cultivation activities on Parcel 2. Parcel 2 contains the required permitted residence and an existing well that provides water to the cultivation site on Parcel 1 with a recorded Water Rights Agreement (Document #20230008603). The site will be accessed by an existing driveway off Columbia Road. The site is served by an existing well for water and an existing septic system for sewage disposal. Full-time tasks on site will be performed by the residents/owners of the parcel and up to one (1) additional employee. There will be no exterior lighting associated with the cannabis cultivation process. The cannabis support structure and cultivation process will not have loud noise producing equipment.

The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects
which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
