Urban greening project on a 4.13-acre piece of City property at the intersection of East Belle Terrace and Citadel Street. Infrastructure improvements will include improved lighting, a permeable parking surface, walking trails to provide a safe route of travel for school children, a multipurpose grass field, and a pocket park with benches and drought tolerant landscaping.

The project is an urban greening project that re-purposes an abandoned recreational space, and therefore, qualifies to be exempt from CEQA under Section 15332 and Section 15304
