Document Description
The project includes adding an outdoor bulk liquefaction hydrogen (LH2) fueling trailer for hydrogen fuel cell-electric buses. An underground electric line will be installed, connecting the fuel trailer to power from the existing maintenance/operations building. Concrete k-rails will be placed around the trailer with three feet of clearance for protection of the trailer. The fueling trailer will be located in the northwest corner of the existing Omnitrans facility at 1700 W. Fifth Street, San Bernardino, California. This portion of the facility is currently used for bus parking which will be moved to another portion of the facility to make room for the trailer. There is an existing 8-foot-high block wall and landscaped setback between the facility and adjacent street right-of-way and sidewalk of N. Gardena Street to the west and W. Sixth Street to the north.

Reasons for Exemption
The project includes only minor alteration of the existing Omnitrans East Valley Vehicle Maintenance Facility and Headquarters to add an outdoor bulk liquefaction hydrogen (LH2) fueling trailer for hydrogen fuel cell-electric buses and to shift the parking of buses and other vehicles from that location to another area of the facility. The location of the fueling trailer/station is within an area already developed with concrete paving and is separated from the adjacent public streets and sidewalks by an existing 8-foot-high block wall and landscaped setback which also functions to screen the view from the adjacent streets and sidewalks of N. Gardena Street to the west and W. Sixth Street to the north. The addition of the fueling trailer, underground electric line to connect the fueling trailer to power from the existing maintenance/operations building, and placement of concrete k-rails around the trailer constitutes installation of small new equipment and only minor modifications to the exterior of a structure, the existing maintenance/operations building.
