Document Description
The Claremont Fuels Reduction Project will reduce the risk of loss of life, property, and natural resources to wildfire on Plumas National Forest lands and implement strategic fuels reduction near the communities of Quincy, East Quincy, and Meadow Valley. The project will also engage in fuels reduction treatments including mechanical thinning, hand thinning, hand and machine piling, chipping, mastication, and prescribed fire to meet the desired conditions of resilient forest structure. The project will follow standard best management practices including protection of watercourses, wildlife habitat, cultural resources, and other natural resource protection.

Reasons for Exemption
CEQA does not apply to prescribed fire, thinning, or fuel reduction projects undertaken on private lands to reduce the risk of high severity wildfire that have been reviewed under the NEPA if the primary role of a state or local agency is providing funding or staffing for those projects. The proposed project was reviewed in its entirety under the NEPA through review of the project Decision Memos and supporting specialist's report by the Plumas National Forest, Mt. Hough Ranger District. The Decision Memo for the Claremont Hazardous Fuels Reduction Project was signed April 7th 2023.
