Document Description
The purpose of this project is the annual application of dust suppression products on designated Ocotillo Wells SVRA entrance roads to help the park comply with the Dust Control Plan mandated by Rule 800 of the Imperial County State Implementation Plan for PM 10 compliance. Treated trails include but are not limited to Ranger Station Road, Main Street, Wolfe Well Road, Ocotillo Road, County Line Road, Cooksy Trail, Cahuilla Trail, Poleline Road, Holly Road, 4x4 Obstacle Road, and Crossover Camp. Dust control products may contain lignin sulfonate, calcium or magnesium chloride, polymers, or a proprietary blend of more than one. The proposed action complies with CEQA because it is: (1) categorically exempt under Class 1, Section 15301 of the CEQA Guidelines, Existing Facilities, as it involves maintenance of existing facilities involving negligible or no expansion of use; (2) categorically exempt under Class 4, Section 15304 of the CEQA Guidelines, Minor Alterations to Land, as it involves grading and application of dust suppression products; and (3) there are no unusual circumstances or other applicable exceptions to the exemptions.
