Document Description
The project site is located at 626 Outback Way in Calaveras County, 1.7 miles west of the community of Railroad Flat (Figure 1). The Assessor’s Parcel Number (APN) is 014-010-041, and is deeded 40 acres. It is zoned RA-20. The property is located in Section 27, Township 6 North, Range 13 East, on the USGS Railroad Flat 7.5-minute quadrangle (Figure 2). The approximate latitude and longitude of the centroid of the property is 38.2024 (N), -120.3147 (W). The 40-acre site is rural residential with a 2,500-square foot (SF) residence serviced by an existing driveway approximately 1,000 feet long that traverses the southern portion of the property (Figures 3 and 4). This driveway has been improved to meet the minimum wildfire protection standards pursuant to Public Resources Code 4290 (PRC 4290). The site is enclosed by an existing 6-foot tall chain link fence. The site contains an existing 410-SF domestic shed, a commercial water supply well, and a domestic water supply well). The site is served by septic, and the septic tank. There is an existing 25 kVA transformer supplying residential electricity to the site. Site Features within the proposed cannabis cultivation area are as follows: This area has been used for cannabis production previously and so many of the existing site features in this area will remain. These features include an 22,000-SF existing parking/staging area with all-weather surface, an existing 11-feet by 45-feet carport, the site’s existing 550-SF septic system and leach field (an existing restroom, and a 1,500-SF non-cannabis related storage building that contains a small concrete apron on the eastern side of this building. There is a 4,100-SF building within the proposed cannabis cultivation area that will be cut to be approximately 2,200-SF in size to accommodate the proposed uses. Any new small or accessory structures that will be constructed, including the location (on thepremises map), dimensions, purpose, how long their construction is expected to last, and what types of equipment will be used for each; All of the Site Improvements will occur within the 72, 550-SF Cannabis Cultivation area. These Improvements consist of the following : The Cultivation operation will consist of 10 new adjoining polycarbonate greenhouses that are each 33-feet wide by 98.5-feet long. A new 10-foot wide by 98.5-foot clone room will alsobe included in these 10 greenhouses.They will be placed on a concrete foundation for a total area of 33,490-SF. A new 50 x 80-foot (4,000 SF total) building for drying, trimming, harvest storage, and curing. No windows, water service or septic service will be provided at this location. This building will also contain a 10 x 50-foot (500-SF) administrative storage area with interior partition and no windows. The building will have electricity and air conditioning.

The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis
