Document Description
The proposed project consists of the construction and operation of a 1,350 square foot (45 foot by 30 foot) classroom building for preschool students on the western portion of the existing KCOE Early Learning Center site. The classroom will accommodate 25 students when typically operating with 2 sessions per day. The project will also include the construction of 2,025 square feet of new concrete sidewalk to provide a pedestrian connection to the parking area, the main Early Leaning Center building and an outdoor play area located northeast of the proposed building.

Reasons for Exemption
The proposed project qualifies for exemption from CEQA under Section 15314 - Minor Additions to Schools. This exemption applies to minor additions to existing schools within existing school grounds where the addition does not increase original student capacity by more than 25 percent or ten classrooms, whichever is less. The addition of portable classrooms is included in this exemption. The proposed project consists of the construction and operation of a 1,350 square foot preschool classroom building on the existing KCOE Early Learning Center (ELG} site. The building would include one classroom serving up to 25 preschool students (some of which may be SDC students) when operating two sessions per day. The existing ELG building includes 9 classrooms with capacity for 162 students operating two sessions per day. Therefore, the proposed additional classroom would increase the capacity of the ELG by 25 students or 15.4 percent, which qualifies for the exemption. The project does not meet any of the exemption exceptions specified in Section 15300.2 in that there is no appreciable cumulative impact associated with the project; the project would not have a significant effect on the environment due to unusual circumstances; the project will not result in damage to scenic resources within a state scenic highway; the project is not located on a hazardous waste site; and the project will not cause a substantial adverse change in the significance of a historical resource.
