Document Description
The project proposes permitting commercial cannabis cultivation on an existing developed site within APN 018-580-07-00. The parcel is approximately 21 acres in size and has controlled entrance via a locked gate where the driveway meets County Line Creek Road. This parcel is zoned Rural Residential (RR). The applicant is applying for a Type 2 license for 10,000 square feet of mixed-light cultivation. Including 5,000 square feet of propagation area. The project proposes cultivation structures upon an existing developed landing with a walkway space for 5 Greenhouses. The cultivation greenhouse layout is as follows: 2 – 30’ x 80’ Greenhouses (w/electrical), with 480 ft2 walkway = 3,840 ft2 Canopy, 1– 30’ x 100’ Greenhouse (w/ electrical), with 400 ft2 walkway = 2,600 ft2 Canopy, 1 – 30’ x 90’ Greenhouse (w/electrical), with 540 ft2 walkway = 2,160 ft2 Canopy, 1 – 20’ x 100’ Greenhouse (w/ electrical), with 600 ft2 walkway= 1,400 ft2 Canopy. Cultivation greenhouse E and D are multiuse greenhouses. The two-immature plant/staging areas consist of 1 – 15’ x 100’ area and Greenhouse D (30’ x 90’ with 540 ft2 of walkway = 2,700 ft2). To summarize the above, total cultivation canopy area is 10,000 square feet and total commercial cannabis support area, which includes two multi-purpose greenhouses, the compost pile, an immature plant/staging area, and the garage, is 6,800 square feet. The proposed project water source is via a seep well (diverted) and is used for irrigation, agriculture, and grey domestic purposes. The water is stored in 18,900-gallons hard plastic water storage tanks on site. Power is provided by Pacific Gas and Electric and a under 50-HP propane and gas engine generator will be kept on site for emergency use. Additional employees may be brought onto the property for short periods of time to complete projects requiring additional labor.

Reasons for Exemption
The project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
