Document Description
Tullis Inc. DBA Crystal Creek Aggregates has requested approval of Amendment 23-0003 and Amendment 23-0004 to amend Use Permit 07-020 and Reclamation Plan 07-005 for the existing Crystal Creek Aggregates mine. The use permit amendment proposes to increase the annual and lifetime aggregate production volume of the mine from 250,000 tons to 500,000 tons and 7.096 million cubic-yards to 12.7 million cubic-yards, respectively; to change the configuration of the final finished quarry slope from 1¼ :1 to 1:1 and to increase the depth of mining by 60 feet; and to extend the estimated date of reclamation from 2072 to 2102. In addition, the use permit area is proposed to be expanded by an additional 69.28 acres to buffer lands to the south, west, and north from noise, light, and other mining-related activities; no mining is proposed within this area. The proposed changes would not increase the lateral extent of mining. The reclamation plan amendment proposes changes to make the reclamation plan consistent with the changes proposed by the use permit amendment and to change the final vegetative cover of the mine site to a more fire-resistant plant community. As part of the project, the applicant proposes to increase the westbound right turn lane on State Highway 299W to 315 feet with a 120-foot taper and to construct a bike lane at the State Highway 299W intersection with Iron Mountain Road.
