Document Description
On July 25, 2023, CVWD approved the complete replacement of existing Reservoir 1. The existing concrete Reservoir 1 with a 3.7 million gallons (MG) capacity was built in 1957 and is nearing the end of its service life. This project will construct a new 2 MG welded steel reservoir to replace the existing concrete reservoir. The purpose of the Replacement Project is to improve water supply and distribution reliability.

Reasons for Exemption
CVWD’s approval and adoption of the Replacement Project is categorically exempt from CEQA under the Class 2 exemption set forth in State CEQA Guidelines section 15302. The Class 2 exemption applies to, among other things, “replace or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.” (State CEQA Guidelines, § 15302.) Here, the Replacement Project fall within the Class 2 exemption as the proposed project entails the replacement of an existing utility system/facility and involves negligible or no expansion of an existing use. For the foregoing reasons, the Replacement Project is categorically exempt from CEQA.
