Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis Medium Indoor License submitted on March 13, 2019, by Michael Petterssen. The project is located in an existing building previously used for agricultural packaging and manufacturing. The water for this project is provided by California Water Service and wastewater is discharged to the City of Salinas sewer system. Activities will also include Harvesting, Drying and Curing. The total canopy on the indoor cultivation will total 15,360sq ft. with an immature plant area canopy space of 1,920 sq ft. 4 rooms will be designated for drying with a total of 783 sq ft used. Trimming and/or curing will occur in a 893 sq ft designated room. The harvest storage will be in an enclosed 10'x10' room located within the trimming and curing room. There have been tenant improvements to construct the cultivation rooms, processing, and ancillary spaces. As well as a main power service upgrade. No change to the existing building footprint.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption Project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing building previously used for agricultural packaging and manufacturing with no proposal for building expansion. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity as it is zoned light industrial zoned. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
