To authorize an existing 10-in dia. steel irrigation pipe sleeved, grouted, and sealed through an existing 12-in dia. steel irrigation pipe through the levee crown, including existing 10-in diameter pipe within the land side slope, a slant pump and wood access platform with metal framing on the waterside slope. The existing waterside pump facility is noted in the Supplement to Standard Operation and Maintenance manual for the Sacramento River Flood Control Project Unit 111 (revised December 29, 2016, Page 5 and USACE levee as-Constructed drawing No. 50-04-3848, May 16, 1965, Sheet No. 8.2, 28.1 (Station 16+00).

Reasons for Exemption
The Board has determined that the project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of permitting existing private facilities. No expansion of existing or former use will occur. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply. The Central Valley Flood Protection Board's (Board’s) administrative record related to the encroachment permit is available for public review at the Board's office.
