Reasons for Exemption
The proposed tentative map would not authorize or facilitate a physical change in the environment: therefore, they are exempt from the requirement for environmental review pursuant to CEQA consistent with the parameters of Section 15061(b)(3) of the State CEQA Guidelines. The proposed tentative map will not result in any changes to the physical environment, as it only seeks to divide the property for the purposes of facilitating future housing financing and development that aligns with the previously approved Bear Valley Master Plan and Environmental Impact Report. Additionally, the proposal would not have a significant impact on the environment as the property has already undergone environmental analysis as part of the approved Bear Valley EIR. Any future development or construction on the site would first require a Conditional Use Permit from the Alpine County Planning Commission as per the Bear Valley Master Plan. This permit will require the developer to provide details on building plans, density, lighting, parking and other factors which are currently unknown and not related to the division of the property.
