Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-VEN-37038-R5, pursuant to Section 1602 of the Fish and Game Code to Southern California Edison (SCE) as represented by Hazem Gabr. The Project is limited to the removal and replacement of a deteriorated wood distribution pole. Pole 1561767 E will be replaced with a new wooden distribution pole within a three-foot radius of the old pole. The existing anchor will also be removed and replaced within an eight-foot radius of the old anchor. The new hole will be dug by hand or by a machine auger to a depth of approximately 21 feet deep and approximately three feet wide. Once the new hole has been dug out, a 30-inch diameter 12-gauge steel caisson will be installed 21 feet deep and set in place using 2-sack slurry. The new wooden pole will be set within the caisson via a line truck and the spaces between the caisson and the pole will be filled with concrete. Concrete will be brought into the Project area from a concrete truck or portable batch truck. 2-sack slurry and concrete will only be used when the stream is dry. Ground disturbance for the anchor replacement includes excavation by handheld auger of the existing 5/8-inch one eye screw anchor (located approximately 26 feet to the north of the pole) and installation of the new anchor rod consisting of a one-inch three eye screw anchor with plate (located approximately 34 feet north of the pole). The area of soil disturbance within the work area (excavation, side casting, and backfill) would be limited to approximately ten feet around the pole, as well as a general 25-foot temporary work area around the pole for the staging and operation of construction vehicles and equipment. The 25-foot radius work area will be truncated on the western side to avoid vegetation impacts. The pole will be accessed from the maintained dirt frontage road by truck, or by foot, from North Harbor Boulevard.
