Document Description
The California Department of Transportation (Caltrans), using State & Senate Bill 1 (SB1) funds only, is proposing to restore State Route 299 in Trinity County from PM 30.2 to 36.9 to a condition that requires minimal maintenance and extends the life of the pavement. This Highway Maintenance (HM) project plans to place a 0.10’ rubberized Hot Mix Asphalt (HMA) (gap-graded) thin blanket overlay with isolated dig outs in areas of pavement distress. All work will be done within existing roadbed hinge points. No work will be performed on bridge decks. Guardrail will be adjusted as necessary. Shoulders will be backed with suitable material to standard. Cold-planing of the asphalt concrete surface will be required to match existing roadway features. Removal of thermoplastic pavement markings is planned, requiring a lead compliance plan. The project will be constructed in 2024 and will take approximately 25 working days.

The California Department of Transportation has determined the project to be categorically exempt in accordance with section 15301 (Existing Facilities). Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Caltrans has determined that this project would have negligible or no expansion of existing or former use, and would have no significant effect on the environment.
