Document Description
On June 14, 2023, Anderson-Cottonwood Irrigation District (ACID) adopted Resolution No. 2023-3 that, among other things, recognized emergency conditions within ACID’s service area due to high groundwater levels that are alleged to be affecting human health, safety and properties. Resolution No. 2023-3 appropriated funds to have professional engineers and consultants assist with the location and implementation of a pilot project to construct up to five shallow groundwater wells to dewater the shallow aquifer and mitigate the impacts of high groundwater levels. On July 10, 2023, ACID received an update from its engineers, including that the pilot project encountered unforeseen regulatory hurdles, corresponding cost increases, and uncertainty as to effectiveness to expeditiously mitigate high groundwater conditions on a long-term basis. Given this presentation, ACID elected to refocus engineering efforts and district resources to timely implement long-term projects in high priority areas to reduce any potential contribution to high groundwater conditions from the diversion and use of water in the ACID Main Canal, including by implementing canal lining, canal piping, and/or other canal rehabilitation actions within ACID’s existing rights of way.
