Reasons for Exemption
Much of this project involves reconstruction of an existing public roadway that is deteriorated. Consequently, this part of the project involves existing streets (15301) and reconstruction of existing facilities involving negligible expansion to capacity (15302). The project does involve new street access to two residential parcels that are currently not served by direct public street access. This portion of the project could result in the construction of two new primary dwelling units to the neighborhood if these lots were ever developed in the future. This additional increase in potential development would be considered exempt under (15303 (b) since new construction of limited residential development will not result in more than 4 dwellings. The project is consistent with the General Plan, occurs within City limits. The project site has no value as habitat for endangered, rare or threatened species and would enhance public safety relating to traffic.
