Reasons for Exemption
This project contains a number of standardized avoidance and minimization measures which are employed on most, if not all, Caltrans projects and were not developed in response to any specific environmental impact resulting from the proposed project. This project is within Caltrans right-of-way. The purpose of the lifecycle replacement of the existing TMS field devices is to help increase system performance, provide more accurate real time traveler information in the freeway system, reduce the impacts of congestion, and enhance the efficiency and operations of the freeway system. TMS field device replacement also improves traffic flow on the existing State Highway System (SHS) by addressing system-wide recurrent and non-recurrent congestion through system management techniques. This project is needed because TMS requires adequate functioning field devices to detect and verify incidents and provide response and clearance information to travelers on SHS. In addition, replacing TMS field devices would increase the safety of Caltrans Maintenance and Operation crews by reducing their exposure to hazardous conditions
