Reasons for Exemption
The project is exempt as the Plant Site and Quarry Site are existing facilities and the permit involves no expansion of use. (CEQA Guidelines, § 15301.). Further, the project is exempt as it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, as the project proposes no changes whatsoever from existing baseline. (CEQA Guidelines, § 15061, subd. (b)(3).). Alternatively, the project is also covered by an Environmental Impact Report (EIR), certified on July 28, 1987. Under CEQA Guidelines, § 15162, a subsequent EIR is not required.
