Document Description
Description of Nature, Purpose, and Beneficiaries of Project: Nature. On March 16, 2023, the Board of Education (“Board”) for the San Luis Coastal School District (“District”) approved the Pacific Beach High School Renovation project (“Project”). Purpose. The purpose of this Project is to replace the existing classroom building and portable classrooms with a new classrooms, office, library, and support spaces building, install field renovations, and security fencing as well as update the associated parking and driveways. Ten portable classrooms will be removed, and one Career Technical Education classroom will be added to the campus, resulting in a net decrease of capacity. Beneficiaries. The primary beneficiaries of the Project are the District’s students. The Project will allow the District to provide high quality, energy-efficient, safe, and sustainable facilities at the Pacific Beach High School.

Reasons for Exemption
The Project qualifies for the above exemptions as it will entail the replacement of existing facilities, with no or minimal expansion of prior use (Class 1), the replacement or reconstruction of existing structures and facilities located at the same sites as the structures and facilities replaced and will have substantially the same purpose and capacity as the structures and facilities replaced (Class 2), the construction or replacement of minor structures accessory to existing institutional facilities (Class 11), and the minor additions to existing schools within existing school grounds where the additions do not increase original student capacity by either 25% or ten classrooms (Class 14). Finally, the project is not located in a particularly sensitive environment, will not have cumulative impacts resulting from successive projects of the same type, and there are no unusual circumstances.
