Document Description
Description of Nature, Purpose, and Beneficiaries of Project: Nature. On March 16, 2023, the Board of Education (“Board”) for the San Luis Coastal School District (“District”) approved the Pacheco Elementary School Renovation project (“Project”). Purpose. The purpose of this Project is to modernize the interior and exterior of two main classroom wings, replace and upgrade the fire alarm system, replace HVAC units, install seismic upgrades, install ADA upgrades for walks, ramps, and stairs, install field renovations, install upgraded security fencing and upgrade the outdoor play area with a shade structure. During construction, the student bus drop-off location will temporarily be relocated from Felton Street to a previously designed and installed drop-off location on Ferrini Road. During construction of the Project, nine portable classrooms will be temporarily installed at the southwest corner of the field adjacent to the multipurpose room in order to temporarily house students during construction. One permanent wing of classrooms will be relocated until the wing can be reconstructed to its original capacity. This process will be repeated for the second wing. Those nine portable classrooms will be removed from the campus upon the completion all projects at the site. Beneficiaries. The primary beneficiaries of the Project are the District’s students. The Project will allow the District to provide high quality, energy-efficient, safe, and sustainable facilities at the Pacheco Elementary School.

Reasons for Exemption
Reasons why project is exempt: The Project qualifies for the above exemptions as it will entail the replacement of existing facilities, with no or minimal expansion of prior use (Class 1), the replacement or reconstruction of existing structures and facilities located at the same sites as the structures and facilities replaced and will have substantially the same purpose and capacity as the structures and facilities replaced (Class 2), the construction or replacement of minor structures accessory to existing institutional facilities (Class 11), and the minor additions to existing schools within existing school grounds where the additions do not increase original student capacity by either 25% or ten classrooms (Class 14). Finally, the project is not located in a particularly sensitive environment, will not have cumulative impacts resulting from successive projects of the same type, and there are no unusual circumstances.
