Document Description
Nature. On March 16, 2023, the Board of Education (“Board”) for the San Luis Coastal School District (“District”) approved the Hawthorne Elementary School Renovation project (“Project”).
Purpose. The purpose of this Project is to modernize exterior of the main classroom building, modernize the exterior of the two-story classroom/office building, install entry fencing ADA walk/ramp upgrades, install field renovations, replace and upgrade the fire alarm system, replace HVAC units, upgrade interior finishes and restrooms, and upgrade the TK classrooms with a shade structure. Two portables for childcare with restrooms will be installed, but the installation of these non-classroom buildings will not increase student capacity.
Beneficiaries. The primary beneficiaries of the Project are the District’s students. The Project will allow the District to provide high quality, energy-efficient, safe, and sustainable facilities at the Hawthorne Elementary School.

Reasons for Exemption
The Project qualifies for the above exemptions as it will entail the replacement of existing facilities, with no or minimal expansion of prior use (Class 1), the replacement or reconstruction of existing structures and facilities located at the same sites as the structures and facilities replaced and will have substantially the same purpose and capacity as the structures and facilities replaced (Class 2), the construction or replacement of minor structures accessory to existing institutional facilities (Class 11), and the minor additions to existing schools within existing school grounds where the additions do not increase original student capacity by either 25% or ten classrooms (Class 14). Finally, the project is not located in a particularly sensitive environment, will not have cumulative impacts resulting from successive projects of the same type, and there are no unusual circumstances.
