Document Description
Description of Nature, Purpose, and Beneficiaries of Project: Nature. On March 16, 2023, the Board of Education (“Board”) for the San Luis Coastal School District (“District”) approved the Del Mar Elementary School Renovation project (“Project”). Purpose. The purpose of this Project is to replace two existing portable classrooms with two new modular classroom, to modernize the existing kindergarten classroom building, replace and repair minor exterior finishes, replace and upgrade the fire alarm system, modernize three sets of restrooms, install decorative fencing at the front of the campus, install field renovations, and to perform ADA site upgrades as required by the Division of State Architect. Beneficiaries. The primary beneficiaries of the Project are the District’s students. The Project will allow the District to provide high quality, energy-efficient, safe, and sustainable facilities at the Del Mar Elementary School.

Reasons for Exemption
The Project qualifies for the above exemptions as it will entail the replacement of existing facilities, with no or minimal expansion of prior use (Class 1), the replacement or reconstruction of existing structures and facilities located at the same sites as the structures and facilities replaced and will have substantially the same purpose and capacity as the structures and facilities replaced (Class 2), the construction or replacement of minor structures accessory to existing institutional facilities (Class 11), and the minor additions to existing schools within existing school grounds where the additions do not increase original student capacity by either 25% or ten classrooms (Class 14). Finally, the project is not located in a particularly sensitive environment, will not have cumulative impacts resulting from successive projects of the same type, and there are no unusual circumstances.
