The actions taken to repair or replace the public facility are exempt from CEQA pursuant to CEQA guidelines sections 15269, 15301, 15302, 15303, 15304 because the activity involves emergency repairs to or replacement of an existing publicly-owned wastewater pipeline that was damaged as a result of a disaster in an area subject to a state of emergency. There will be no expansion of use of the pipeline as a result of the repair or replacement efforts.
