Document Description
The Project is located along San Andres Street which is a Vision Zero Priority Corridor and includes improvements to provide safety enhancements at the intersection of San Andres and Sola Streets. The Project includes the installation of standard curb extensions, including four City standard Americans with Disabilities Act (ADA) access ramps, to reduce pedestrian crossing distances, and improve visibility between pedestrians and approaching drivers. Two City standard street lights will be installed to increase nighttime visibility. Other safety improvements include two pedestrian activated Rectangular Rapid Flashing Beacon (RRFB) systems on the street lights to actively warn drivers of the presence of pedestrians as well as high visibility crosswalk markings and signs to alert drivers of the presence of the crossing. The Project is located entirely within the public ROW where ground disturbance has already occurred.

Reasons for Exemption
CEQA Guidelines Section 15301 (c), Existing Facilities. This Project meets the Section 15301 Existing Facilities Class 1 (c) categorical exemption, because the Project includes minor extension of curb lines and safety enhancements for both drivers and pedestrians. Minor alteration of existing public facilities involving negligible, or no expansion of existing use includes pedestrian activated RRFB systems, two City standard street lights, and highly visible crosswalk markings and signs for safety enhancements. The installation of four ADA access ramps are minor alterations to existing non-compliant ramps within the existing ROW where ground disturbance has already occurred. CEQA Guidelines Section 15304 (a) and (f), Minor Alterations to Land. This project meets Section 15304 Minor Alterations to Land Class 4 (a) and (f) categorical exemption, because the Project includes minor public alterations for safety enhancements but does not remove any street trees. Minor grading, trenching, and backfilling associated with construction is negligible as improvements will occur in the City’s ROW where ground disturbance has already occurred. All proposed work will take place within the previously disturbed ROW of San Andres Street, therefore, the Project should have minimal to no impact on resources within project limits. The visual impact from this Project will be minimal as the majority of the project will consist of replacing existing conditions. The standard street lights are shielded directing light to the ROW. In conclusion, the Project is not anticipated to result in any significant impacts towards the environmental resources, therefore, the Public Works Department recommends that the Case Planner consider this Project as exempt, as defined in the CEQA review process classified under the repair and maintenance exemption per Section 15301 Existing Facilities Class I (c) for minor alterations of existing public facilities and minor public alterations to land exemption per Section 15304 Minor Alterations to Land Class 4 (a) and (f) for minor grading, trenching and backfilling per the State CEQA Guidelines.
