Document Description
To install one (1) 2-inch diameter Fiber Optic Conduit (FOC) with fiber optic cable within the Kaweah River designated floodway between Postmile 39.10 and 39.76. The FOC is to be installed by horizontal directional drilling method beneath eight existing culverts, with a minimum separation of 2 feet between the bottom of the culvert and the conduit. The FOC will transition to installation by trenching in 2 feet to 6 feet deep open trench (4.2 feet typical depth) between culverts.

In addition, the Board has determined that the project is exempt from CEQA under the Class 3, New Construction or Conversion of Small Structures categorical exemption (CEQA CCR, Title 14, Section 15303), because the activity consists of the installation of utility extensions. The project is also exempt under the Class 4, Minor Alterations to Land categorical exemption (CEQA CCR, Title 14, Section 15304), because the project involves minor public alterations in the condition of the land which does not involve the removal of healthy, mature, or scenic trees. Further, none of the exceptions to the exemption in CEQA CCR, Title 14, Section 15300.2 apply. Please note, the signed NOE is not attached.
