Document Description
The project is limited to one (1) encroachment for the installation of wood, rock, and native vegetation aimed at stabilizing an eroding bank and enhancing in-stream and riparian habitat. These treatments shall be implemented following established bioengineering and restoration practices, as described in the East Mill Creek Bank Stabilization and Habitat Restoration Plan prepared by Native Ecosystems, Inc. (Hugh McGee, Certified Ecological Restoration Practitioner No. 1079 and California Licensed Contractor No. 1038624). This project involves excavation and backfilling adjacent to the existing channel, installing twenty (20) root wads with fifteen-foot boles at the toe of the unstable bank, installing willow mattresses and native riparian plants, spreading native seeds, and mulching. Additionally, five (5) in-stream habitat structures shall be placed upstream and adjacent to the bank treatments.

Reasons for Exemption
The project shall not exceed five acres and will promote the maintenance,
restoration, enhancement, or protection of habitat for fish, plants, or wildlife. There would be no significant adverse
impact on endangered, threatened, or rare species or their habitat pursuant to §15065. There are no hazardous
materials at or around the project site that may be disturbed or removed. The project will not result in impacts that
are significant when viewed in connection with the effects of past projects, the effects of other current projects, and
the effects of probable future projects.
