Document Description
This project involves 9.5 acres of cannabis cultivation, consisting of 7.86 acres of mature plant cultivation and 1.43 acres of nursery cultivation within existing, permitted greenhouses and approximately 0.21 acres of cultivation (processing and storage) within an existing, permitted storage and processing structure. Based on the information provided in the application materials, the project (19CDP-00000-00015) complies with the Santa Barbara County Commercial Cannabis Ordinance (SBCCCO) and any environmental impacts of the project are within the scope of the Program Environmental Impact Report (PEIR; SCH #2017071016) that was certified on February 9, 2018, by the Santa Barbara County Board of Supervisors for the ordinance. The Program EIR (PEIR) identified mitigation measures that were incorporated into the ordinance as development standards and requirements.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
